These Terms and Conditions form a binding agreement between you ("the Player") and Vegastars (operated by Neptune Projects S.R.L., Costa Rica) ("VegaStar", "we", "us"), the operator of VegaStar Casino at vegastar.[domain]. By creating an account, depositing funds, placing a bet or spinning a slot, you confirm that you have read, understood and agreed to be bound by these Terms. Read alongside our Privacy Policy, Cookies Policy, Responsible Gaming policy and Betting Rules.

1. Definitions

Player — the natural person who registers an account at vegastar.[domain]. Account — the user account opened under these Terms. Operator — Vegastars (operated by Neptune Projects S.R.L., Costa Rica), the data controller and legal counter-party. Bonus — any promotional credit, free spin, free bet, cashback or loyalty award. Wagering — the turnover required to convert bonus credits to withdrawable cash. KYC — Know Your Customer identity verification. AMLA — Anti-Money Laundering Act of 2001 (Republic Act No. 9160) and its implementing rules. Restricted Country — a jurisdiction listed in Section 3 where access to VegaStar is not permitted. Force Majeure — an event beyond reasonable control as defined in Section 13. GCash / Maya / PayMaya — Philippine e-wallets accepted as deposit and withdrawal channels.

2. Parties to This Agreement

The Operator is Vegastars (operated by Neptune Projects S.R.L., Costa Rica), registered under number 3-102-900308, with registered address at De la POPS de Curridabat, 300 Sur, 75 Este, casa gris con celeste, 11801, San Jose, Granadilla, Curridabat, Costa Rica. The Operator is licensed by the Tobique Gaming Commission under licence 0000020. The Player is the natural person who registers an Account. By using the platform, the Player accepts these Terms in full; if you do not accept any provision, do not register and do not deposit.

3. Eligibility

VegaStar Casino logo with 18+ "Gamble Responsibly" badge — 21+ disclaimer for PAGCOR-domestic.

You confirm that: (a) you are at least 21 years of age for PAGCOR-domestic Philippine accounts under Republic Act No. 9487 (PAGCOR Charter Amendment of 2007), or at least 18 if VegaStar operates under an offshore licence; (b) you hold a valid PH government-issued ID for KYC; (c) you are mentally capable of entering into a binding contract; (d) you are not on the PAGCOR Self-Exclusion Register or on a VegaStar account-level exclusion still within its irrevocable window; (e) you are not an employee of the Operator or an immediate family member of an employee; (f) you are not a resident of a Restricted Country.

Restricted Countries include (non-exhaustive): the United States and its territories, the United Kingdom, France, the Netherlands, Spain, Italy, Israel, Iran, North Korea, Syria, Sudan, Cuba, and other jurisdictions specified in the in-cashier list. The Philippines is permitted. We may update the list at any time as licensing or local law requires.

4. Account Rules

One Player, one Account. Multiple Accounts per Player, per household, per IP address or per payment method are prohibited; detected duplicates are closed and any winnings forfeited. The Account is personal and non-transferable — you may not allow any other person to access it. You are responsible for the confidentiality of your credentials; 2FA (TOTP or SMS-OTP) is strongly recommended on every Account that holds balance overnight. You agree to keep your contact details current.

5. Deposits & Funding

Accepted deposit methods: GCash, Maya, PayMaya (e-wallet, instant) and bank transfer via BPI, BDO, Metrobank, RCBC, UnionBank, Security Bank and other supported PH banks (0–24 hours settlement). Minimum deposit ₱100. Maximum single deposit ₱100,000. Deposits credit to the cashier balance once the payment gateway confirms settlement. Network fees, where applicable, are disclosed at the deposit screen. Cryptocurrency is not accepted on the Philippine version of VegaStar; deposits attempted from crypto-funded sources may be reversed.

6. Withdrawals & Payouts

Withdrawals are processed to the same channel used for the corresponding deposit wherever possible (anti-AML practice). Minimum withdrawal ₱200. Maximum daily withdrawal ₱100,000. Processing time: GCash, Maya, PayMaya — 0–2 hours; bank transfer — 24–72 business hours. KYC must be complete before the first withdrawal posts. Where AML thresholds are triggered (cumulative withdrawal of ₱500,000 or single transaction above the relevant cap), enhanced due diligence applies and processing may extend.

The Welcome Bonus is 100% match up to ₱128 on the first deposit, plus a sign-up bonus credited on phone or email verification, plus a one-time App Download Bonus on first mobile sign-in via the official APK. 8. KYC / AML Compliance

KYC. For PAGCOR-licensed Philippine operation, identity verification is mandatory at registration. For offshore-licensed operation, KYC is triggered at the first withdrawal request or on any AML-flagged transaction. Accepted documents: passport, driver's licence, UMID, PhilSys (Philippine National ID), voter's ID, postal ID, PRC ID, OFW iCard, or DSWD senior citizen ID — plus a live selfie taken inside the KYC flow. Proof of address (utility bill, bank statement) is required at AML threshold.

AML. We are covered persons under the Anti-Money Laundering Act of 2001 (RA 9160). AML records are retained for 5 years post-account-closure. Cumulative deposit or withdrawal activity above ₱500,000 / ₱500,000 triggers enhanced due diligence. Suspicious-transaction reports are filed with the AMLC as legally required.

9. Prohibited Activities

  • Operating multiple Accounts — one Player, one Account, one household, one payment method.
  • Using bots, scripts or any automated software to play, place bets or extract data.
  • Chip dumping or coordinated transfers of value between Accounts.
  • Matched betting on the sportsbook or low-risk arbitrage patterns.
  • Deposit-withdraw cycling without genuine play, intended to clear bonuses or move funds.
  • Using a VPN, TOR or proxy to mask geographic location.
  • Identity fraud — using another person's ID, payment method or contact details.
  • Payment fraud including chargebacks on confirmed deposits and stolen-card use.
  • Misrepresenting your age (under 21 for PAGCOR-domestic; under 18 for offshore).
  • Collusion at multiplayer tables (poker, certain live shows).

Penalty for any of the above: forfeit of bonus and bonus-derived winnings, Account review, suspension and — for serious or repeated breaches — closure with loss of bonus-derived balance. Original deposit balances are returned subject to AML clearance.

10. POGO Status Clarification

VegaStar is not a POGO (Philippine Offshore Gaming Operator). POGOs — operators based in Philippine territory targeting non-Philippine players — were banned by Executive Order No. 74 effective 31 December 2024. VegaStar operates [as PAGCOR-licensed PH-domestic / as offshore-licensed from outside Philippine territory serving Philippine players legally]. The licence position is verifiable at the regulator register listed in Section 2.

11. Intellectual Property

VegaStar trademarks, logos, page layouts, copy and aggregated game lobby presentation are protected by intellectual-property rights and belong to the Operator. Game intellectual property — including titles, characters, mechanics and artwork — belongs to the respective providers (JILI, PG Soft, JDB, KA Gaming, FaChai, Booongo, WM Casino, Evolution Gaming, SA Gaming, Pragmatic Play and others). You are granted a limited, non-transferable, non-exclusive licence to use the platform for personal real-money gambling. Copying, scraping, reverse-engineering, framing, or commercial reuse of any element is prohibited.

12. Disputes & Limitation of Liability

Our maximum aggregate liability per claim is capped at the greater of ₱100,000 or the total amount you paid to VegaStar in the 12 months preceding the event giving rise to the claim. We are not liable for indirect, consequential, special, exemplary or punitive damages; for lost profits, lost opportunity or lost data; for issues caused by third-party game providers or payment gateways once payment instructions have left our system; or for events covered by Force Majeure.

Three-step dispute resolution. Tier 1 — contact VegaStar support within 48 hours of the event (live chat or complaints@vegastar.[domain]); we respond within 48 hours and seek resolution within 7 days. Tier 2 — escalate unresolved disputes to AskGamblers or Casino.Guru ADR within 14 days. Tier 3 — file with the Tobique Gaming Commission within 30 days of the Tier 2 outcome.

13. Force Majeure

We are not liable for any failure to perform under these Terms caused by events beyond reasonable control: natural disasters, typhoons, earthquakes, fire, flood; government action, regulatory order, court order; internet outages, ISP failure, DDoS attack; failure or scheduled downtime of third-party game providers, payment gateways or banking rails; pandemics or public-health emergencies. Where Force Majeure persists for more than 30 days, either party may terminate the Account; balances are returned subject to AML clearance.

14. Inactive Accounts

After 12 months without login or transaction, the Account is moved to Dormant status; balance is preserved and no dormancy fee is charged. After 24 months of inactivity, we may close the Account and return the balance to the last-used GCash, Maya, PayMaya or bank account, less applicable network fees. If we cannot return the balance because the payment method is no longer valid, we hold the funds in escrow pending the Player's further instructions.

15. PH Tax Disclosure

We do not withhold Philippine income tax on winnings. Under the Philippine National Internal Revenue Code (NIRC), casino winnings exceeding ₱10,000 per event are taxable income at 20%. Compliance with PH tax law on winnings is the Player's responsibility. A year-end transaction statement is available on request from support@vegastar.[domain].

16. Privacy & Data

Personal data is processed under our Privacy Policy at /privacy/, in accordance with Republic Act No. 10173 (Data Privacy Act of 2012) and the National Privacy Commission implementing rules. The DPO contact is dpo@vegastar.[domain]. Cookie use is described in the Cookies Policy at /cookies/.

17. Updates to These Terms

We may update these Terms from time to time. Material changes are notified by email and via an in-account banner at least 30 days before they take effect, unless a shorter notice is required by law. Continued use of the platform after the effective date constitutes acceptance. The "Last updated" date at the top of this page reflects the latest revision.

18. Governing Law & Jurisdiction

For PAGCOR-licensed operation: Philippine law governs these Terms; the courts of Metro Manila have exclusive jurisdiction over any dispute, subject to the three-step dispute resolution path in Section 12. For offshore-licensed operation: the law of [INSERT_REGULATOR'S jurisdiction] governs, with AskGamblers and Casino.Guru ADR as recommended out-of-court mediation.

19. Severability

If any provision of these Terms is held unenforceable by a court of competent jurisdiction, the remaining provisions remain in full force and effect. The unenforceable provision is replaced with an enforceable provision that most closely matches its original intent.
